- Medford Water bills drinking water; City of Medford utility billing separately handles sewer and storm drainage. Single-family sewer is a flat rate with no additional current-water-use charge; multifamily and certain other customers use consumption charges based on a winter average, while nonresidential sewer uses water consumption. Storm drainage is a flat impervious-area-based charge.
