Delinquency and service protection

Understand the shut-off process before it reaches your door

The safest time to ask about a past-due balance, payment arrangement, or hardship protection is before the final notice. This page translates the provider’s published rules into a practical checklist.

Notice and timing

How delinquency is handled

Grace period after the due date

21 days from the bill issue date to the stated due date. Ten days after the due date, WPJWA sends a yellow reminder and, where applicable, a certified owner letter; 31 days after the bill issue date, the rules call for a first-class reminder if the bill remains unpaid.

Late-fee calculation

The 2026 booklet lists delinquency processing charges: $6 for the first delinquent reminder, $6 for the final delinquent notice, $8 for a delinquent certified letter, $15 for posting delinquent property, and $5 for each payment agreement after the owner’s one free agreement. A $50 charge applies to returned checks/e-checks and reversed card payments.

Disconnection timeline

The FAQ describes a 21-day due date, a yellow reminder 10 days later, and a final shutoff notice generated 30 days after the reminder; that notice allows seven days before termination if unpaid. The rules also state that nonpayment of $50 or more can qualify for discontinuance after due notice. After termination, normal restoration is the next day when the work schedule permits and payment is received; same-day restoration is available for the additional $75 fee.

Statutory warning protocol

What notice should you expect?

WPJWA mails a yellow reminder 10 days after the due date, sends a certified letter to the property owner when a tenant occupies the property, and later generates a final termination notice with a seven-day window. Medical-condition documentation signed by a board-certified physician can place a medical code that triggers an additional notice, although it does not prevent discontinuation.

If a notice seems wrong

Document the account balance, payment confirmation, notice date, and any household medical or accessibility concern. Then call the provider using the contact information on its official bill or profile before the stated deadline.

Restoring service

Reconnection costs and timing

Regular-hours turn-off/turn-on for a residential nonpayment trip is $25; after regular hours it is $75. Same-day turn-on after nonpayment is $75. An after-hours emergency service call adds $50, in addition to other applicable charges.

Need a payment arrangement?

Ask before the shut-off date

Tell the customer-service representative that you are responding to a delinquency notice and ask specifically about installment plans, hardship protection, charity referrals, and the amount required to stop the disconnection order.

Customer protection guide

What to do when a bill becomes urgent

A delinquency notice from Wilkinsburg-Penn Joint Water Authority should be treated as a time-sensitive account document. Read the exact due date, amount required, notice method, and contact instructions on the notice, then compare them with the provider details in this guide.

If you have already paid, gather the confirmation number and posting date. If you cannot pay the full amount, call before the stated shut-off date and ask about arrangements, hardship protections, agency referrals, and the minimum amount needed to pause action.

Keep the conversation specific: ask what will stop the order, when the payment must post, whether a reconnection fee applies, and whether the utility requires a separate request for medical, accessibility, or household-protection status.
