- Monthly. Sioux Falls reads water meters monthly, generates monthly bills, and makes bills due 21 days after the bill date. Water and sewer appear on the same utility bill.
- Rate structure
- Increasing-block conservation rates plus a fixed meter-size charge. Effective January 1, 2026, inside-city single-family residential water is $4.34 per CCF for 1–7 CCF, $4.64 for 8–50 CCF, $8.65 for 51–150 CCF, and $12.99 above 150 CCF. Outside-city rates are higher, and multifamily/commercial customers use separate average-consumption tiers. One CCF equals 748.052 gallons.

- For an inside-city 5/8-inch residential meter using 5,000 gallons (about 6.684 CCF), the January 2026 water estimate is approximately $3.81 fixed plus $29.01 usage, or $32.82. Adding the $6.63 residential sewer fixed charge and about $41.68 sewer volume at $6.24/CCF gives an estimated combined water/sewer total of approximately $81.13 before other municipal charges. The City’s rate-adjustment page uses 5,200 gallons as its average residential water benchmark.
- Wastewater and sewer calculation
- Residential sewer is billed on the same monthly bill with a $6.63 fixed charge and $6.24 per CCF volume charge. The volume calculation uses water consumption and, for residential customers, the winter average is based on average water usage billed during December through March; the winter average protects customers from being billed sewer for seasonal outdoor water that does not enter the sanitary system. Commercial sewer is $27.60 fixed plus $7.16 per CCF.
- Meter reading
- Meters are read monthly, and most Sioux Falls meters are read remotely so a field technician does not need to enter the property. Consumption is billed in CCF units; if an actual reading cannot be obtained, the City uses an estimated reading. The OneMeter portal provides usage and billing history, while the Water Meters division can answer meter-specific questions at (605) 367-8810.
- New-account deposit
- For non-owner accounts, the January 1, 2026 rate sheet lists an $87 residential account deposit and a $216 commercial deposit. The deposit must be paid before service is established, is applied to the final bill, and any remaining balance is refunded by check after the final bill is paid. The public FAQ does not state a credit-check waiver or on-time-payment release period.
- Activation or transfer fee
- The January 1, 2026 schedule lists a nonrefundable $27 new-account fee for all newly activated accounts. The same charge applies when starting or transferring service; Utility Billing requires the customer to request the change at (605) 367-8131, and an adult must be present for turn-on unless the customer signs a liability waiver.
