What the public record says about a leak adjustment
Castroville permits one leak-forgiveness adjustment every twelve months. The customer submits the completed request to the Public Works Director with a permit and repair receipt, discovery and completion dates, leak type, and supporting documentation. Eligible examples include toilet, faucet, irrigation/sprinkler, slab, and line leaks. City staff average the prior three months of consumption to establish expected use, subtract that from disputed usage, and split the remaining leak volume so the customer remains responsible for 50% of the determined leak. Separately, the wastewater policy may substitute up to three years of historical wastewater data for an anomalous winter-average month when its written-request and proof requirements are met.
