What the public record says about a leak adjustment
Garland treats all water flowing through the meter as the customer's responsibility but may offer a partial credit for a higher bill caused by a repaired leak. An adjustment is considered only once in a rolling 12-month period, and repairs must be completed with usage significantly lower or back to normal before submission. The customer must file the Leak Adjustment Request Form with documentation such as hardware receipts for a do-it-yourself repair, a plumber receipt, insurance documents, or before-and-after repair photographs. The form and proof must be received within six months of the repair and may be mailed or delivered to the Duckworth utility building at 217 N. Fifth Street. The public policy does not expose a universal percentage or formula; staff review the request and supporting evidence.

Save dated invoices, parts receipts, photographs, and meter readings.

Submit the request promptly and keep paying any undisputed amount.
