Pay by text

The City of Garland publishes online account, paperless-bill, and automatic-bank-draft options but the reviewed 2026 utility materials do not document a general water text-to-pay keyword, enrollment shortcode, or reply-to-pay sequence. Customers should use the MyMeter portal or the verified Fiserv IVR instead of responding to unsolicited payment texts.

Mail-in address

City of Garland Utilities, P.O. Box 469002, Garland, TX 75046. Customers should include the current 16-digit utility account number and use check or money order; the city warns that a payment is not credited until received under the applicable mailing and processing rules.

Counters, drop boxes, and office hours

Walk-in payments and account assistance are available at the Charles E. Duckworth Utility Services Building, 217 N. Fifth Street, Garland, TX 75040, Monday-Friday 8:00 a.m.-5:00 p.m. Drive-through payment and a drop box are at 717 W. State Street, Garland, TX 75040, Monday-Friday 8:00 a.m.-6:00 p.m.; the drop box is in the far-left lane and accepts check or money order, not cash. Authorized Western Union cash locations post payments within minutes and charge a $1.50 convenience fee. City counters accept cash, check, or money order.

What you can use online

Fiserv BillMatrix accepts Visa, Mastercard, Discover, and American Express credit cards; bank-issued ATM or debit cards carrying Star, Pulse, NYCE, or Accel; and ACH payments from checking, savings, or money-market accounts. MyMeter supports account viewing, scheduled payments, automatic bank draft, paperless billing, and usage graphs. Prepaid debit cards are not accepted by the Fiserv service.

2026 transaction pricing

Convenience fees

Residential Fiserv online or IVR transactions cost $2.00 per payment up to $1,000. Commercial transactions cost 3% per payment up to $2,500. The city does not receive the fee; transaction limits mean a larger balance may require multiple fee-bearing payments. Western Union authorized cash locations charge $1.50.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

The safest payment path is the one published by City of Garland Water Utilities and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
