Palestine’s current ordinance provides up to a 90-day water leak adjustment once per account per 12-month period for leaking pipes, joints, valves, toilets, water heaters, sinks, or underground sprinkler lines. The customer must provide proof of repair, such as a hardware-store receipt, plumbing-contractor receipt, rental-management notice, or a signed customer letter describing the repair date and work. The standard adjustment reduces the per-1,000-gallon usage charge by 50% of usage above the customer’s average water use for the three billing periods beginning with the first affected period; base water and meter charges are not adjusted. For unusual, hidden, or extended-event leaks, the City Manager may allow up to a 100% adjustment for the first 30-day billing period above average, with larger exceptions requiring City Council approval. The adjustment also applies to sewer charges and sewer surcharges for commercial customers.
