The direct portal is the fastest route when it is available. The provider identifies its payment gateway as OpenGov Utility Billing / STW account portal. The City’s current Online Water Payments link redirects to this OpenGov login and requires the route number, service-address ID, resident number, or email plus the customer PIN/password.. Never enter account credentials into a lookalike site reached through an unsolicited message.

The City provides Rave Alert/general City notifications, but the reviewed water-billing pages do not publish bill-payment-by-text enrollment, a keyword, short code, or SMS checkout. Online-account reminders and alerts should not be treated as a text-to-pay service.

Mail-in address

City of Paris Water Utility Billing, P.O. Box 9037, Paris, TX 75461. The current water-billing page lists this as the utility mailing address; customers should include the payment stub and account information as directed on the bill.

Counters, drop boxes, and office hours

City Water Office, 120 East Kaufman Street, Paris, TX 75460. The current page says customers may pay in the lobby or drive-through and provides an after-hours drop box on the east side of the Water Office. The billing office phone is 903-784-9270; the reviewed page does not display a current full counter-hours schedule, so customers should confirm hours before visiting.

The OpenGov portal supports online account payments and account access using the account number/custom number or email/password. The City also accepts in-person payment and provides account billing services; the reviewed current pages do not enumerate card brands, ACH/eCheck, Apple Pay, or Google Pay, so the portal’s checkout controls the available electronic methods.

The safest payment path is the one published by City of Paris Water Utility Billing Division and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
