- Wastewater and sewer calculation
- Sewer is not separately metered; the City uses treated-water consumption. The winter average uses November, January, and February consumption, deliberately excluding December, and fixes sewer volume for 12 months; the updated average is typically placed on the March water bill. For a 3/4-inch meter the published example uses a $29.39 base including 200 cubic feet and $14.52 per 100 cubic feet over that amount. The City states that the methodology lets customers irrigate in summer without paying sewer treatment charges on that irrigation water.

- The Water Utility Billing Division performs meter reading, rereads, billing, collections, initiation, transfer, and termination, and the City calculates water charges from actual meter measurement. The reviewed current pages do not disclose whether current residential meters are AMR or AMI, the vendor, transmission interval, or route calendar; the exact read technology and schedule are therefore not publicly documented pending a current City specification.
- New-account deposit
- A residential deposit of $125 must be paid before service starts, and the City schedules startup for the day after the request with a two-hour turn-on window. Commercial deposits vary by business. The current FAQ says the deposit is applied to the final bill when service ends; any excess is refunded, and no interest is paid to the customer because deposit interest is used to hold utility rates down. Accounts cannot be opened by phone and require a photo ID and signed deposit agreement.
- Activation or transfer fee
- The current FAQ lists a $25.00 new-account fee on the first bill in addition to the $125 residential deposit. The billing division handles service initiation and transfer, but the reviewed current pages do not publish a separate transfer fee; the City code permits an active, non-delinquent customer to transfer service while keeping the old address active for up to 10 days without posting a second deposit when approved by the billing manager or Finance Director.
