Pharr’s conservation guidance tells customers to repair controllable leaks within a reasonable period after notice, but the reviewed public materials do not expose a universal high-bill adjustment formula, repair-receipt checklist, application deadline, or credit cap. A customer should document the abnormal meter readings, correct the leak, retain plumber invoices and photographs, and ask Water Billing at 956-402-4151 whether an account-specific review is available.
