Pay by text

The City’s current utility-billing pages document text and email consumption alerts through the customer portal, but do not document a text-to-pay enrollment keyword or bill-payment SMS short code. Customers can register in the portal, set communication preferences, and configure usage-threshold or continuous-use alerts by text; those alerts are not represented as a payment authorization channel.

Mail-in address

Utility Billing, City of Round Rock, 221 E. Main Street, Round Rock, TX 78664. The City directs customers to include the payment stub or account information so the mailed check or money order can be credited to the correct CID/account.

Counters, drop boxes, and office hours

The Utility Billing lobby is on the first floor of City Hall, 221 E. Main Street, Round Rock, Texas 78664, and is open Monday through Friday from 9:00 a.m. to 5:00 p.m., excluding City holidays. The City accepts in-person payment at the lobby and provides self-service cash options through the online portal: a portal-generated cash barcode can be used at participating retailers such as CVS, Walgreens, Dollar General, and Office Depot for a $2.95 retailer transaction fee, while Walmart MoneyCenter accepts cash, debit cards, or Ucards for a $1.50 fee. A 24-hour deposit box along Bagdad Avenue at City Hall accepts checks and money orders only; the City’s current page does not present a separate staffed counter-hours schedule beyond the lobby hours.

What you can use online

The Paymentus customer portal accepts Visa, MasterCard, Discover, American Express, electronic check, PayPal, Apple Pay, Google Pay, and Walmart Pay. AutoPay can draft from Visa, MasterCard, Discover, American Express, checking, or savings accounts. The automated phone system is documented for account-based payment, and the City also supports bank bill pay. Portal payments made by 7:00 p.m. Central Time are posted the next day; later payments may post within 48 hours.

Convenience fees

The City of Round Rock states that it does not charge a transaction fee for payments made through its customer portal using Visa, MasterCard, Discover, American Express, eCheck, PayPal, Apple Pay, or Google Pay. Alternative cash barcode and Walmart channels carry third-party fees of $2.95 and $1.50 respectively.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Round Rock Utility Billing and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
