- Billing frequency
- Monthly. Residential water, wastewater, stormwater, garbage, and recycling are collectively billed each month. The service area is divided into four billing zones with recurring due dates on the 3rd, 10th, 17th, or 24th of the month; weekend or holiday due dates move to the next business day.
- Rate structure
- Increasing block conservation tiers with a monthly base charge. For the standard 5/8-inch residential meter, the currently published schedule effective November 1, 2025 is an $18.21 base fee plus $2.57 per 1,000 gallons for 0–10,000 gallons, $3.63 for 10,001–18,000, $4.70 for 18,001–26,000, $7.04 for 26,001–34,000, and $7.96 above 34,000 gallons. The City has also published the November 1, 2026 schedule, which raises the base to $19.12 and the upper-tier rates to $3.86, $5.14, $7.71, and $9.11 while retaining $2.57 for the first tier.
- Residential cost reference
- Using the currently effective November 1, 2025 schedule and 5,000 gallons, water is approximately $31.06 ($18.21 base plus $12.85 usage) and wastewater is approximately $30.96 ($14.91 base plus $16.05 usage), for about $62.02 water/sewer. Adding the published $6.75 stormwater and $24.69 garbage/recycling charges produces an illustrative combined monthly City bill of approximately $93.46 before taxes, special services, or account-specific charges. At 7,000 gallons, the water/sewer portion is approximately $74.88 and the combined listed bill approximately $106.32.
- Wastewater and sewer calculation
- Residential wastewater is billed at a $14.91 monthly base fee plus $3.21 per 1,000 gallons under the schedule effective November 1, 2025. The City uses its Wastewater Averaging Method: depending on the route, the annual residential average is calculated from meter usage covering November, December, January, and February, with the exact read-to-read period determined by the customer’s meter-read dates. The City states that the average wastewater calculation starts with the November read and ends with the February read, and the resulting average is used to limit or establish the residential wastewater usage charge rather than simply charging every month’s outdoor-water consumption as sewer.
- Meter reading
- The City’s customer portal exposes hourly, daily, and monthly consumption graphs, continuous-use and threshold alerts, comparisons, and downloadable XML consumption data. The portal states that the previous day’s use is available daily with approximately a four-hour latency window, which indicates advanced connected consumption telemetry rather than only a periodic manual read. The public customer pages do not identify the AMI manufacturer or radio network. Billing remains monthly, and the wastewater average is tied to the customer’s November-through-February meter-read periods.
- New-account deposit
- Deposits are based on meter size. The standard residential 5/8-inch through 1-inch meter deposit is $100; a 1.5-inch meter deposit is $150; and a 2-inch or larger meter is charged $100 per inch or fraction thereof. Eligible residential applicants can receive a waiver by providing a verifiable utility letter of credit showing, in the prior 12 months, no more than one late payment, no nonpayment disconnection, no more than one insufficient-funds notice, and no meter tampering. A returning military member with deployment orders in the prior 12 months and an existing customer age 65 or older with no past-due balance may also qualify. Deposits are refunded at cancellation after unpaid charges are deducted or after 12 consecutive months of satisfactory payment history; a refunded deposit must be repaid if service is later suspended for nonpayment, a check is returned for insufficient funds, or the meter is tampered with.
- Activation or transfer fee
- A $25 service connection fee applies to each new connection or transfer of existing services and is placed on the first month’s bill. The City requires at least two business days’ notice, government-issued photo identification for residential applicants, and regular-business-hours activation by a meter technician. Same-day service or a request after regular business hours adds a $75 fee to the $25 connection fee. Applications submitted on weekends, holidays, or after the cutoff are initiated on the next business day.
