Mail, text, and in-person payment instructions

Pay by text

The City's authorized InvoiceCloud portal offers Pay by Text: customers create or register an InvoiceCloud account, link the San Angelo water account using the account information, and opt into paperless billing and Pay by Text from the account's available notification/payment settings. The City says the feature sends notifications and allows payment by text message, but it does not publish a public keyword, short code, or dedicated enrollment number. Customers should use only the portal reached from SanAngelo.gov; portal payments can take one to two business days to post, so a text-payment confirmation should not be confused with same-day account posting.

City of San Angelo Utility Billing/Collections, P.O. Box 5820, San Angelo, TX 76902. Checks should be payable to City of San Angelo-Water or COSA-Water.

Counters, drop boxes, and office hours

Utility Billing/Collections and Water Customer Service are located at 301 W. Beauregard Avenue, City Hall Annex, first floor, San Angelo, TX 76903, and are open Monday through Friday 8:00 a.m.-5:00 p.m. The office accepts in-person credit card, cash, and check payments. A 24-hour payment drop box is on the south side of the City Hall Annex at the same address; use a check or money order and never leave cash. The City does not publish additional staffed payment counters, but directs customers to the Annex for applications, transfers, billing questions, and payments. Online and phone systems have maintenance windows, so the mail or drop box is the available after-hours physical option.

What you can use online

The official InvoiceCloud portal supports one-time and recurring payments by credit card, e-check/bank draft, and digital-wallet options displayed on the current portal: Visa, Mastercard, American Express, Discover, and Google Pay. The City also offers automatic recurring payments, paperless billing, and Pay by Text. During a February 2026 processor incident, the City temporarily listed ACH/EFT as the reliable online method and temporarily could not accept American Express; customers should confirm current processor availability inside the official portal.

Convenience fees

The City and InvoiceCloud pages do not publish a current 2026 flat dollar or percentage convenience fee for online card, e-check, Google Pay, or Pay-by-Text transactions. A February 2026 card-processor cybersecurity incident temporarily disrupted card payments, but it did not involve InvoiceCloud; the City suspended late fees and potential shutoffs for affected autopay customers during that outage. Customers should review the final InvoiceCloud payment screen for any processor charge before submission.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of San Angelo Water Utilities / Utility Billing and Collections and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
