- Commercial wastewater is billed on 100% of water use. For residential accounts, the April-through-March wastewater volume charge is based on the lesser of the average monthly water usage billed in the most recent February and March periods or 12,000 gallons. The winter average is established in January and February from the February and March billing periods and remains in effect through the following March, so outdoor watering, pool filling, or a later leak generally increases the water charge without increasing the capped wastewater volume. - Meter reading
- Sugar Land is replacing or retrofitting all approximately 40,000 city water meters through an Advanced Metering Infrastructure program. The City describes a radio-frequency communications network and data-management system that provides real-time or hour-by-hour water-use information, improves read accuracy, enables faster leak detection, and supports usage alerts through the customer portal. The official AMI page says the project is in its final phase, with most meters installed and remaining installations handled case-by-case; customers cannot opt out. The current public materials do not identify a separate hardware vendor or promise a single universal transmission interval beyond the hour-by-hour customer-usage capability.
- New-account deposit
- A $50 deposit is required when applying for new service unless the applicant supplies a reference letter from another utility company showing no outstanding balance and no disconnections for nonpayment during the preceding 12 consecutive billing cycles. If applying online, the deposit is billed to the account unless the letter is received. The current public page does not state a credit-check waiver beyond the qualifying reference-letter process or a separate deposit-refund date.
- Activation or transfer fee
- The City requires one working day of notice to connect service. Same-day connection carries a $25 service-initiation fee; standard water service is connected Monday-Friday 8am-5pm excluding holidays.
