Sugar Land's current payment instructions publish online, phone, bank draft, credit/debit-card autopay, e-billing, mail, and drop-box methods, but no text-to-pay short code, keyword, or SMS enrollment procedure. AMI usage alerts and the future customer portal are separate from payment enrollment.

Counters, drop boxes, and office hours

Sugar Land City Hall, 2700 Town Center Boulevard North, Sugar Land TX 77479, is open for in-person payment Monday-Friday 8am-5pm excluding City holidays. Payment depositories/drop boxes are in the parking lots of T.E. Harman Center, 226 Matlage Way; City Hall, 2700 Town Center Blvd N; Sugar Land Police Station, 1200 Highway 6 S; Fire Station No. 6, 6625 Sansbury Blvd, Richmond TX 77469; Fire Station No. 4, 2100 Austin Parkway; Fire Station No. 3, 2255 Settlers Way; and City Hall Annex, 10405 Corporate Drive. The official page identifies the boxes as payment depositories but does not publish a separate staffed-counter schedule at each location. Customers can use check/cash or the approved payment methods at the applicable City counter; do not place cash in an unattended box unless the City's posted instructions expressly allow it.

Accepted digital instruments

What you can use online

American Express, Discover, MasterCard, and Visa are accepted for one-time and automatic card payments through the Paymentus system. The City also offers no-cost automatic bank draft from a checking account, e-billing, and phone card payments. Paymentus displays PayPal, PayPal Credit, and Venmo on the customer portal, but the City's payment-options page specifically identifies the four card brands and bank draft as its published methods.

2026 transaction pricing

Convenience fees

No additional fee is charged for credit-card payment at the time of the current Treasury FAQ and payment page. The City describes both card autopay and bank draft as no-cost; remote payment depositories may have their own posting/processing rules, but no separate 2026 online percentage or flat surcharge is published.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Sugar Land Water Utilities / Treasury Management and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
