Mail, text, and in-person payment instructions

Pay by text

No pay-by-text payment keyword or SMS enrollment process is published on the current Sugar Land payment, rates, or FAQ pages. The city offers e-billing email, automatic bank draft, Paymentus online payments, and phone payments; Paymentus may display its own SMS terms but the city does not advertise text-to-pay enrollment.

Mail-in address

City of Sugar Land, PO Box 201594, Dallas, TX 75320-1594. Automatic bank-draft applications are mailed separately to PO Box 5029, Sugar Land, TX 77487, or can be emailed to treasury@sugarlandtx.gov; customers should use the address printed for the specific payment type.

Counters, drop boxes, and office hours

In-person payments are accepted at City Hall, 2700 Town Center Blvd. North, Sugar Land, TX 77479, Monday-Friday 8:00 a.m.-5:00 p.m. The city lists payment drop boxes at T.E. Harman Center, 226 Matlage Way; City Hall; Police Department, 1200 Highway 6 S.; Fire Station 6, 6625 Sansbury Blvd., Richmond; Fire Station 4, 2100 Austin Parkway; Fire Station 3, 2255 Settlers Way; and City Hall Annex, 10405 Corporate Drive. The page instructs customers to use the designated boxes for payments and not to leave cash where prohibited.

What you can use online

Paymentus accepts American Express, Discover, Mastercard, Visa, PayPal, PayPal Credit, and Venmo as displayed on the customer portal. Sugar Land also offers no-cost automatic bank draft from a checking account, one-time online payment without registration, and telephone payment using the account number.

Convenience fees

The current Sugar Land FAQ says credit-card payments do not incur an additional fee at this time. Automatic bank draft is also described as no-cost. Confirm the final Paymentus review screen because the portal's processor terms can change independently of the city's FAQ.

Fees can vary by payment type, channel, account class, and processor terms. The checkout screen is the final fee disclosure.

Choose the payment channel that fits your deadline

The safest payment path is the one published by City of Sugar Land Water Utilities and matched to the account information on your bill. Online portals are convenient, but telephone, mail, counter, and drop-box options may follow different posting schedules and may use different fees.

For a routine payment, save the final confirmation page or IVR number and check when the transaction will post. For a same-day shut-off notice, do not assume that submitting a card payment automatically stops a field order; ask the provider what amount and confirmation are required.
