Provider-specific findings

Billing and account research from public material

Provider-specific research notes are displayed separately from fields that contain only an unavailable-information marker. Read qualifiers in each note and verify current account terms with the provider.

Billing frequency
Monthly. Santa Rosa Water states that automatic bill payment pays the bill each month, and the adopted water and sewer service charges are monthly. The customer statement controls the exact billing date and due date.
Rate structure
Increasing-block single-family water pricing tied to the sewer cap, plus a monthly meter service charge. Effective July 1, 2026, the adopted rate-study tables show single-family water usage at $7.64 per thousand gallons up to the individualized sewer cap and $8.94 per thousand gallons above the cap; multifamily, commercial, industrial, and institutional water is $8.12/TGAL. The common 5/8- or 3/4-inch potable meter service charge is $15.84/month. Dedicated irrigation uses water-budget tiers, while recycled water has separate rates; final water adjustments can include Sonoma Water wholesale pass-through costs.
Residential cost reference
At 5,000–7,000 gallons per month, a typical 5/8- or 3/4-inch account has a 2026 water subtotal of approximately $54–$69: the $15.84 monthly service charge plus $38–$54 of tier-1 usage if consumption remains at or below the sewer cap. Wastewater adds a $31.26 single-family monthly service charge plus approximately $89–$124 at the adopted $17.70/TGAL 2026 single-family wastewater usage rate, producing a planning range of roughly $175–$225/month combined before card fees, conservation adjustments, stormwater/other charges, or H2O assistance. Actual bills depend on the account’s sewer cap and water class.
Wastewater and sewer calculation
Santa Rosa wastewater is usage-based rather than a simple percentage of water intake. The 2026 rate-study table lists $17.70 per thousand gallons for single-family and multifamily wastewater usage and a $31.26 monthly service charge for a common 5/8- or 3/4-inch meter. A residential sewer cap is calculated from average billing-period water use during November through March; water use above that cap is charged at the higher water tier, while the wastewater charge is based on estimated wastewater generated. Sewer service charges are separate from the water commodity charge, and property owners are responsible for private sewer laterals under City rules.
Meter reading
Santa Rosa Water maintains more than 600 miles of water main and serves more than 53,100 residential and commercial connections. The City uses WaterSmart at https://santarosa.custconnect.com/ to provide hourly, daily, weekly, and monthly usage analysis and high-use alerts. Billing is monthly; the billing-adjustment policy uses the prior-year billing period, the account’s sewer cap, and City meter data to evaluate high use. Current public pages do not specify a single AMI deployment completion date or whether every legacy account has a two-way transmitter, so the system is best described as City meter reading integrated with a WaterSmart analytics portal and account-specific smart/remote-read capability.
New-account deposit
Deposits may be required on delinquent accounts with three or more late payments or when service is disconnected for nonpayment. After 12 consecutive on-time payments, or when service stops, the deposit is applied to the account. The current public customer pages do not state one universal residential dollar deposit or credit-check waiver; account-specific deposits should be confirmed with Water Billing.
Activation or transfer fee
Start or stop water and/or sewer service requires at least one business day’s notice by phone at (707) 543-3150 or in person at 90 Santa Rosa Avenue. The current public start/stop page does not display a universal standard-hours activation/transfer dollar amount; starting or restoring service during non-office hours carries a $133 fee. Separate current fee materials list service-specific start/stop and meter charges, so customers should confirm the exact account class and transaction before activation.
