- Monthly. EVWD's water-service policy describes a monthly bill date and payment due date, and its meter program provides monthly consumption data for billing.

- Wastewater and sewer calculation
- Single-family wastewater is a combined collection-and-treatment charge of $53.78 per unit effective July 1, 2026. EVWD's current rate page says multi-family customers are charged a fixed $47.50 per dwelling unit and the variable usage charge is eliminated; the reviewed current pages do not describe a winter-average calculation.
- Meter reading
- EVWD maintains approximately 23,000 AMI meters. The system provides near-real-time consumption information, leak/usage visibility and automated transmission through meter interface units; routine testing, maintenance and replacement support billing reliability. Customer billing is monthly.
- New-account deposit
- A $150 deposit per dwelling unit and a $35 initiation fee are included on the first bill. Single-family residents may request a credit-check waiver; alternatively, automatic payment maintained for 18 months can qualify for a waived/reduced deposit. Commercial/multi-family customers may qualify for a 50% reduction, and three returned autopays can reinstate the deposit requirement.
- Activation or transfer fee
- $35 service-initiation fee per account/service address. If water is already on, EVWD may schedule a transfer on the next available date, generally within two business days; tenant activation requires the property owner's contact.
