EVWD calculates a customized indoor budget from estimated occupants and an outdoor budget from landscape area and weather, then bills Tier 1 indoor use, Tier 2 efficient outdoor use, and Tier 3 usage above the combined budget. - Wastewater and sewer calculation
- For single-family residential accounts with one to three units, EVWD uses a fixed monthly wastewater charge for collection and treatment rather than a winter-average percentage of water intake; the July 1, 2026 single-family rate is $53.78 per unit. Four-or-more-unit multifamily accounts are charged $47.50 per dwelling unit and the variable water-use component is eliminated for that class. Commercial wastewater uses a fixed collection/treatment charge plus volumetric HCF charges categorized by discharge strength, while the water meter remains the source of potable-water consumption data.
- Meter reading
- EVWD partnered with Ferguson Waterworks to replace existing meters with Advanced Meter Communications devices, or smart meters. These AMI devices electronically send water-usage data on an hourly basis and feed a customer portal where users can view history, compare usage with weather, set threshold alerts, and submit service requests. Customers who opt out of AMI are manually read monthly and pay a $13-per-month AMI opt-out fee. The system therefore combines hourly AMI communications for participating accounts with monthly manual reading for opt-out meters.
- New-account deposit
- A $150 security deposit per dwelling unit is required for new service or a transfer until the account establishes a one-year payment history with fewer than two delinquencies. A single-family resident may request a deposit waiver through an approved credit check or by enrolling in AutoPay for 18 months; commercial and multifamily customers may request a 50% reduction through the applicable process. If an AutoPay bank account is closed or three AutoPays are returned, the waiver or reduction can be removed and the deposit required. The deposit secures minimum District charges and is governed by the current service application and rate schedule.
- Activation or transfer fee
- The non-refundable service initiation charge is $35 per account or service address. The current 2026 rate schedule says the charge applies to new service and transfers of an existing account to a new location. A service transfer may take up to two business days; a tenant generally requires the property owner to contact Customer Service on the tenant’s behalf. Larger meter connection, capacity, construction, and wastewater connection charges are separate development fees rather than ordinary residential account-transfer charges.
