- ACWWA uses residential sewer averaging: after March bills, the prior winter's actual consumption is averaged and billed through summer; after November bills, sewer charges convert to actual consumption during winter. Customers without a separate irrigation meter are charged on indoor metered water, while separate irrigation water is excluded from the sewer average. - Meter reading
- ACWWA reads and bills water usage monthly. The public pages reviewed do not identify a specific AMR/AMI manufacturer or remote-transmission schedule, but the leak policy compares the affected period with the three-year same-season consumption average.
- New-account deposit
- ACWWA can require a chronic-delinquency deposit equal to six months of historic or anticipated water and/or sewer service charges after more than three consecutive billing periods of delinquency and service termination. Three dishonored checks can also trigger a deposit equal to six months of service charges, held in a non-interest-bearing account for up to three years.
- Activation or transfer fee
- The 2026 Appendix A lists a $100 account-transfer fee, payable before the old account is closed and the new account opened. A $50 turn-on fee applies after involuntary service termination; title-company final balances must be paid before ownership transfer.
