Billing frequency
Most residential customers are billed quarterly, with some larger business and commercial accounts billed monthly. The number of days can vary slightly by meter-reading route, and the 2026 rate sheets calculate the basic service and usage charges for the actual billing period.
Rate structure
PURA-approved basic service charge by meter size plus metered volumetric usage, with increasing conservation tiers and variable regulatory adjustments. For the Connecticut Water Division effective January 1, 2026, a 5/8- or 3/4-inch residential meter has a $42.24 quarterly basic charge, and usage is $10.941 per 1,000 gallons for the first 18,000 gallons, $12.941 for 18,001–30,000 gallons, and $18.941 above 30,000 gallons. Bills may also include WICA, WRA, and WQTA surcharges or credits authorized by PURA.
Residential cost reference
For a Connecticut Water Division 5/8- or 3/4-inch residential account using 5,000 gallons per month, the 2026 base calculation is approximately $14.08 monthly basic charge plus $54.705 usage, or $68.79 per month before WICA, WRA, WQTA, taxes or other approved charges. Because the company bills most residences quarterly, the comparable base bill is about $206.37 for 15,000 gallons before those adjustments; the applicable division may have different rates.
Wastewater and sewer calculation
Connecticut Water provides water service statewide and wastewater service to about 3,000 Southbury customers, but it does not publish one universal sewer formula for every water customer. In many Connecticut communities, a municipality or separate wastewater authority bills sewer using metered water consumption, so a leak can increase both water and sewer charges. Customers should consult the sewer line on their local bill or the town’s sewer authority; a universal winter-average or fixed-percentage tie-in was not published in the reviewed Connecticut Water materials.
Meter reading
Connecticut Water uses customer water meters read on neighborhood routes, with meters recording gallons or cubic feet and remote outside reading devices available for some inside installations. The public meter page says residential meters may be inside basements, crawlspaces, or utility closets or in outdoor pits; the company changes and tests meters every 16 years under PURA requirements. Residential customers are generally read and billed quarterly, while some commercial customers are monthly. If an actual read cannot be obtained because of access, equipment, damage, or a blocked pit, the company estimates usage using prior-year or recent comparable trends; the reviewed public pages do not identify one AMI vendor or guaranteed hourly transmission interval.
New-account deposit
Connecticut Water’s customer terms allow a deposit to appear on the first bill when credit history requires it, while customers without poor credit may not need a deposit before service. The company may apply a deposit to the final bill, require remaining charges to be paid before service, and transfer unpaid balances to another active account for the same customer. The reviewed current public pages do not publish one universal residential deposit amount, waiver test, or fixed refund date.
Activation or transfer fee
The current 2026 special-charge schedule lists $45 for a normal-hours service turn-on and $65 after hours. Opening or transferring an occupied residential account is normally arranged by calling 1-800-286-5700 Monday through Friday, 8:00 a.m. to 4:30 p.m.; tenants may need a Residential Customer Billing Authorization Form and owners may need the property-closing process. The company’s FAQ also carries an older $43 final turn-off reference, but the current 2026 schedule is the stronger source for present service-order pricing.
