- Wastewater and sewer calculation
- JEA bills sewer separately from water on the combined utility statement. Its typical 6,000-gallon example contains a $17.03 sewer basic monthly charge and $31.02 sewer usage charge, plus a $1.44 Jacksonville franchise fee. The public residential terms do not describe a winter-average sewer cap; instead, wastewater adjustment requests use the customer's calculated average, normally the prior three months or the same three months of the prior year, and concealed leaks that did not enter the sewer may be adjusted at average billing when repair documentation is supplied. Pool fills use a separate wastewater adjustment request and permit/affidavit process.
- Meter reading
- JEA is replacing or upgrading all approximately 420,000 water meters through a multi-year Advanced Metering Infrastructure program that began in 2023. The new technology uses remote communications to provide daily consumption information, eliminate manual reads in some neighborhoods, and identify leaks or send alerts; the legacy radio system is being phased out. Each installation generally takes about 30 minutes, with postcard/email notice up to two weeks beforehand and a door hanger after the visit. Until a premise is upgraded, reading frequency and remote capability can vary; once enrolled, customers can monitor daily water use through My JEA.
- New-account deposit
- Residential deposits may be waived when the customer provides legitimate credit information, including a Social Security number, and meets JEA's credit policy. If not waived, the required amount is two times the premise's average monthly consumption or the published minimum, whichever is greater: $100 for water and sewer, $50 for water only, $75 for sewer only, and $50 for irrigation or reclaimed irrigation only. Deposits earn policy dividends, are applied to the final bill when service ends, and any remaining refund is issued in approximately four to six weeks. Reactivating an account with an unpaid prior balance over $25 requires payment of that balance plus a deposit or an approved arrangement.
- Activation or transfer fee
- JEA charges a connection fee for electricity, water, and irrigation to new, existing, or relocating customers: $10 when ordered in advance or before noon for same-day service, or $25 when ordered after noon for same-day service. Scheduled connection is also listed at $10. A customer with a prior unpaid balance may need to pay the initial deposit plus at least half the prior balance before activation.
