Billing and account research from public material
Provider-specific research notes are displayed separately from fields that contain only an unavailable-information marker. Read qualifiers in each note and verify current account terms with the provider.
- Billing frequency
- Monthly for all customers after Louisville Water completed the advanced-meter conversion and the final bi-monthly bills in 2025. The 2026 billing reset is designed to place each customer on a predictable monthly schedule, normally covering about 28-32 days; the bill's actual days-billed field controls the daily service-charge calculation.
- Rate structure
- Increasing block residential commodity tiers plus a meter-size daily service charge and, where applicable, a $0.56-per-1,000-gallon elevated-service-area surcharge. The 2026 tariff sets residential commodity rates at $1.70 per 1,000 gallons for the first 2,000 gallons, $4.70 for the next 8,000 gallons, and $4.87 for usage above 10,000 gallons; the standard 5/8-inch or 3/4-inch service charge is $17.82 per month, prorated by actual billing days.
- Residential cost reference
- Louisville Water's 2026 budget notice says a typical residential customer using 4,000 gallons pays about $30.62 per month for Louisville drinking-water service, including the $17.82 standard service charge and tiered usage. The consolidated Louisville Water/MSD bill is higher because it also includes MSD wastewater, stormwater/drainage, and consent-decree charges; the exact combined total depends on sewer district, property, meter, and usage, so the published $30.62 figure is the defensible water-only benchmark.
- Wastewater and sewer calculation
- Louisville Water jointly bills and receives payment for Louisville Metropolitan Sewer District (MSD) wastewater, stormwater, drainage, and consent-decree charges. Metered wastewater volume is generally tied to the water meter's consumption, while the bill separately identifies wastewater service and volume charges and property/drainage components; the 2026 customer materials do not describe a universal winter-average residential formula. Irrigation or water that does not enter the sanitary sewer may require account-specific metering or MSD treatment, and Louisville Water applies customer payments across water and MSD charges under its published aging and allocation rules.
- Meter reading
- Louisville Water completed its Advanced Metering Infrastructure conversion for Jefferson County customers, installing wireless meters that transmit usage to Louisville Water receivers and allow Pure Connect customers to monitor usage down to the hour. The AMI program supports remote reads, leak and unusual-usage alerts, monthly billing, and account transfers without a truck roll; the 2024 annual report recorded 284,471 Jefferson County AMI meters, or 98% of that project population, and 2025-26 company material describes the conversion as complete for Jefferson County. Usage is collected for each monthly bill, although estimates can be issued when electronic or manual reads are unavailable and some Bullitt/Oldham expansion areas may have different deployment status.
- New-account deposit
- A refundable $100 service deposit may be required based on the customer's Experian Utility Score. Louisville Water can require it before connection or place it on the first bill when the applicant has prior bad debt or bankruptcy, had service disconnected for nonpayment within the previous three years, or scores below the customer-service threshold. The deposit is credited when the account closes if a sufficient final credit remains, or after the customer pays on time for three consecutive years; customers without those risk factors are not automatically charged.
- Activation or transfer fee
- A $30 Service Activation Fee is required for all new services and transfers at an existing service location. New service setup is requested by calling (502) 583-6610, normally at least three business days before the desired start date, or by visiting the Louisville office. Separate construction/new-tap installation fees apply to new physical connections, including a 2026 3/4-inch domestic installation fee of $1,475 plus a $350 system-development charge; those are not the ordinary resident account-transfer fee.
