- Rate structure
- Metered monthly charges with a fixed customer charge and increasing volumetric tiers. The PUCO Stark Regional Division tariff effective January 1, 2025 lists a 5/8-by-3/4-inch customer charge of $16.10 per month and volumetric tiers displayed as $5.95 for the first 5,000 cubic feet or part, $4.65 for the next 10,000 cubic feet and $2.60 above 15,000 cubic feet, plus any applicable system or service charges. The tariff wording should be read with the customer's bill because the published schedule's unit formatting is not a simple gallons table.
- Wastewater and sewer calculation
- The reviewed Massillon Stark Regional Division tariff is a water-service schedule and does not establish a universal municipal wastewater formula for every Aqua customer. Where Aqua provides wastewater service, the account-specific bill and tariff control; customers should not infer a winter average or fixed percentage from the water schedule alone.
- Meter reading
- Aqua attempts to read the meter each billing period using either an employee or one of its automatic meter-reading systems. The Ohio tariff also explains that meter readings may be obtained through an automatic meter reading system and estimated bills are based on prior usage when a reading cannot be obtained; the exact Massillon AMR/AMI hardware and transmission interval are not published.
- New-account deposit
- Aqua may require a deposit to establish financial responsibility. The Stark tariff limits a deposit to no more than one-twelfth of estimated annual service charges plus 30% of the estimated monthly charge, while credit ownership, satisfactory credit risk, comparable timely payment history or a guarantor can establish responsibility instead. Deposits may be refunded with interest after 12 consecutive months without disconnection for nonpayment, no more than two late occasions and no delinquency, or when credit is otherwise reestablished.
- Activation or transfer fee
- $35 account activation charge for a service connection during regular business hours. A separate transfer within the service area does not automatically trigger a deposit refund; any physical restoration or nonstandard work is governed by the tariff.
