- Residential cost reference
- Approximately $150.70 per month for a typical inside-city single-family account using 6,000 gallons and a 3/4-inch meter, including estimated water, sewer, stormwater, transportation, and 6% inside-city franchise fee. The estimate assumes the water use is also the sewer Winter Quarter Average; it excludes solid waste and other incidental fees.
- Wastewater and sewer calculation
- Sewer has a monthly base charge plus a volume charge based on Winter Quarter Average (WQA), the average water use in the December, January, and February billing periods. WQA is recalculated annually in July and the August bill reflects the new value; a default WQA applies where an established average is unavailable, and customers may appeal the WQA. The current single-family sewer schedule reviewed lists $41.95 base plus $4.40 per 100 cubic feet; 6,000 gallons is about 8.02 units, or roughly $77.24 before other fees if that is the established WQA.
- Meter reading
- Bend bills on a 30-day cycle using metered consumption. The reviewed customer pages explain unit conversion and WQA calculation but do not identify whether residential meters are AMI, AMR, or manually read, nor do they publish a fixed meter-reader route schedule.
- New-account deposit
- A $125 account-service deposit is required for new City water/sewer customers, prior customers without a full year of good credit, and customers sent to collections. Half is billed on the first bill and half on the next; after one year of good credit it is credited without interest and may be applied to other outstanding accounts of the same account holder.
- Activation or transfer fee
- A non-negotiable $15 account setup fee is charged when service is initiated or transferred into a customer’s name and appears on the first bill. Separate same-day service charges are $50 during regular hours or $100 during non-business hours.
