- Monthly. Water and sewer rates are monthly minimum and volumetric charges, bills are issued on the City's regular monthly schedule, and residential sewer winter averages are recalculated each March for the following period.
- Rate structure
- Increasing block tiers with a fixed monthly meter charge that includes the first 3,000 gallons. Effective October 1, 2025, the inside-city 5/8-inch residential minimum is $19.15 for the first 3,000 gallons; additional residential consumption is $3.63 per 1,000 gallons for 3,001–10,000, $4.75 for 10,001–30,000, $7.03 for 30,001–50,000, and $7.97 over 50,000. Outside-city rates are 1.5 times the inside-city rates. The schedule also provides distinct meter-size, commercial, industrial, and irrigation charges and is adjusted annually by City Council.

- For an inside-city 5/8-inch residential account using 5,000 gallons, the FY2026 schedule produces approximately $26.41 for water ($19.15 minimum plus 2,000 gallons at $3.63) and $27.17 for sewer ($21.69 minimum plus 2,000 gallons at $2.74), or about $53.58 before drainage, solid waste, taxes, and other statement charges. At 7,000 gallons, the comparable water-and-sewer subtotal is approximately $66.32. Sewer is based on the customer's winter average rather than necessarily the current outdoor-use month, so the final bill can differ materially from this same-usage illustration.
- Wastewater and sewer calculation
- Inside-city residential sewer has a monthly 5/8-inch minimum of $21.69 that includes the first 3,000 gallons, followed by $2.74 per 1,000 gallons over that allotment. To prevent outdoor irrigation from inflating sewer charges, Amarillo calculates a winter average from water use during December, January, and February and recalculates it each March for the following year. New residential accounts are temporarily assigned the citywide 8,000-gallon average until enough winter history exists; customers must have usage in the designated winter months for a personal average. Commercial accounts and metered wastewater users can follow different rules.
- Meter reading
- Amarillo is completing a citywide digital water-meter replacement and AMI rollout. New smart meters send water-use data to City receivers multiple times per day, and the data appears in the 2026 online billing system and on mailed bills; the City hired Utiliuse for installation and allows customers to opt out of transmission, in which case a City meter reader manually records usage. Meter installation occurs as equipment and weather permit, generally Monday through Friday, 8:00 a.m. to 5:00 p.m., and the City states that the billing schedule does not change.
