- Monthly utility billing. The water meter division reads every meter each month; the exact statement date and due date vary by account and billing cycle.
- Rate structure
- Increasing block tiers with a minimum that includes the first 2,000 gallons. Rates effective January 1, 2026 are $26.02 for the first 2,000 gallons; $5.76 per 1,000 gallons from 2,001–15,000; $6.70 from 15,001–25,000; $7.17 from 25,001–40,000; $8.29 from 40,001–80,000; and $9.96 above 80,000 gallons. - Residential cost reference
- For an ordinary inside-city residential account, 5,000 gallons is approximately $43.30 for water ($26.02 minimum plus three 1,000-gallon units at $5.76), while 7,000 gallons is approximately $54.82. Applying the corresponding sewer schedule to the same illustrative winter-average consumption produces combined water-and-sewer subtotals of about $105.82 at 5,000 gallons and $133.48 at 7,000 gallons, before solid waste, stormwater, taxes, or other charges.
- Wastewater and sewer calculation
- Residential sewer is $38.31 minimum for the first 2,000 gallons and $8.07 per 1,000 gallons or fraction above 2,000. For single-family customers, the monthly sewer consumption is calculated by averaging billed consumption for three of four winter months—December, January, February, and March—after removing the highest month, then applying the rates. The $38.31 minimum still applies when the resulting consumption does not exceed 2,000 gallons. At 5,000 gallons the illustrative sewer charge is $62.52; at 7,000 gallons it is $78.66.
- Meter reading
- Frisco's Meter Division reads every meter each month. Existing meters use radio transmitters and mobile computer receivers for drive-by AMR collection, while the City is converting meters from AMR radio signals to AMI cellular signals. A City report describes the AMI radio-read technology as sending readings hourly; the current meter page confirms the AMR-to-AMI conversion but does not publish a completion date or current vendor. The portal and MyCivic Utilities app provide account access, while billing remains monthly.
- New-account deposit
- All residential accounts are charged a $150 deposit in addition to the $25 non-refundable administrative service fee; current FAQ material says the deposit is refunded after 24 consecutive bills with no late payments or returned payments. Commercial accounts are charged a $1,100 deposit plus the $25 administrative fee. The 2026 meter-fee schedule separately shows residential meter fees that include a $150 deposit and commercial meter fees that include a $1,000 deposit for the listed meter installations; those construction/meter charges should not be confused with the ordinary service-account deposit.
- Activation or transfer fee
- New service requires a $25 non-refundable administrative fee and, for residential accounts, the $150 deposit; same-business-day connection adds $25. A transfer from one Frisco residence to another costs a $20 transfer fee plus the $25 administrative fee. Applications must be submitted in writing/on the specified form, and the City does not accept connection, disconnection, or transfer requests by telephone.
