The City code states that payment is timely when received before the due date, which is 15 days following the billing date for service; an overnight-depository payment received by 8:00 a.m. the following day is also timely. Weekend or City-holiday due dates move to the next business day. Individual bills, MUD billing, and non-City service entities can have different arrangements.

The current codified schedule for a single-family 5/8-inch meter is $33.25 per month inside the City ($40.00 outside) plus $2.80 per 1,000 gallons through 7,000 gallons, $4.20 for 7,001–15,000, $7.35 for 15,001–25,000, $14.70 for 25,001–50,000, and $18.40 above 50,000 gallons. The schedule also provides a written low-income water discount equal to 30% of the applicable base charge for customers meeting the Medicaid and annual-renewal requirements. Georgetown currently operates drought-stage water-use restrictions, which can impose separate violation fees and conservation requirements.
- Residential cost reference
- For an inside-city standard 5/8-inch residential meter using 5,000 gallons, the current codified water charge is approximately $47.25 ($33.25 base plus five 1,000-gallon units at $2.80) and the flat residential wastewater charge is $60.85, for an illustrative water/sewer subtotal of approximately $108.10 before stormwater, garbage, electric service, taxes, special fees, or any MUD/non-City charge. At 7,000 gallons, water is approximately $52.85 and the water/sewer subtotal approximately $113.70. The City’s published rate structure is the controlling source for current billing and should be checked when drought or annual rate ordinances change.
- Wastewater and sewer calculation
- Residential wastewater is a flat monthly charge of $60.85 inside City limits or $70.00 outside City limits under the current codified schedule. The code provides a 20% low-income sewer discount for eligible customers who apply in writing, participate in Medicaid, provide proof, and renew annually. For commercial and other nonresidential classes, wastewater can include a customer charge plus actual-water-consumption volumetric charges and, for high-strength wastewater, strength-factor surcharges. The residential schedule is not described as a winter-average sewer calculation in the current code.
- Meter reading
- Georgetown’s Customer Care guidance states that new Sensus meters record usage in single gallons, while older registers may measure in 1,000-gallon increments; billing is in whole 1,000-gallon units under the rate schedule. The City describes an AMI water-meter upgrade and provides current consumption data, threshold alerts, and portal history through CSS. Georgetown’s former GUARD usage-alert site was scheduled for decommissioning May 1, 2026, with usage information continuing through CSS and Customer Care. The public guidance does not name the AMI communications network or guarantee a specific transmission interval, but the portal supports ongoing consumption monitoring rather than only an annual manual read.
- New-account deposit
- Residential applicants are generally charged a $250 deposit on the first utility statement. The deposit may be waived with an original letter of credit from another utility showing no late payments or insufficient checks during the preceding 12 months, qualifying prior City service with good payment history, or enrollment in automatic monthly payments from a credit/debit card or bank account for the following 12 months. Commercial applicants generally post at least twice the average monthly bill, with a $250 minimum, and may qualify for a bank letter of credit, surety bond, qualifying utility credit, prior good City history, or 12-month automatic draft. Deposits are credited after 12 consecutive months with no late payments; on account closure they are applied to the final bill and any balance is refunded by check, without interest. MUD/non-City deposits follow the separate entity’s policy.
- Activation or transfer fee
- The 2025–26 miscellaneous-fee ordinance sets an $80 new-account setup or transfer fee. A transfer requires all outstanding charges on the current account to be paid before the new location is established; the final bill for the old location transfers to the new account and remains payable on its due date. Standard new-service, move-in, or move-out requests require at least two business days’ notice. A same-day request carries a separate $230 same-day service fee, covering expedited scheduling, staffing, and equipment.
