- Increasing block tiers effective October 1, 2025 for FY2026. Inside city limits, a residential 3/4-inch meter has a $15.54 base covering 0–2,000 gallons, then $3.49 per 1,000 gallons from 2,001–15,000, $4.46 per 1,000 from 15,001–30,000, and $5.57 above 30,000. Larger meter base charges vary by size; all published outside-city rates are 50% above the corresponding inside-city rates.

- Wastewater and sewer calculation
- Inside-city residential wastewater is billed from the water-meter consumption schedule with a $21.59 monthly charge for 0–3,000 gallons and $3.80 per 1,000 gallons from 3,000–10,000 gallons. The official rate materials describe the wastewater schedule as based on metered consumption and do not publish a residential winter-average calculation. Commercial wastewater uses a stated 90% flow factor; residential and multifamily classifications have separate base amounts and caps as shown in the rate flyer.
- Meter reading
- Killeen began replacing more than 55,000 mechanical meters with Advanced Metering Infrastructure in August 2021. AMI meters transmit usage to radio antennas and a water-tower base station, then to an encrypted cloud server used for billing and real-time customer monitoring. The rollout is phased at approximately 5,000 meters per year and is expected to reach full implementation around FY2033; the 2026 Phase 3 project ordered 4,544 residential and 288 larger commercial meters for installation from January through September 2026. Because legacy meters remain during the phased program, the City has not published a universal hourly-read schedule for every account.
- New-account deposit
- The current Utility Collections page lists a $90 standard residential deposit. A good-credit waiver is available when the applicant previously had a full 12 months of City service with no late payment. Commercial deposits are based on meter size: $75 for 3/4-inch, $150 for 1-inch, $200 for 1.5-inch, $300 for 2-inch, $400 for 3-inch, $500 for 4-inch, $700 for 6-inch, and $900 for 8-inch. If a transfer requires a higher deposit at the new address, the difference must be paid before connection; if both addresses remain active beyond seven calendar days, a second deposit is required.
- Activation or transfer fee
- The FY2026 fee schedule lists a $25 new-account/transfer fee. The residential service request requires an application, lease or ownership proof, picture identification, and proof of Social Security number for each person listed. Same-day service requires the request by 2:00 p.m.; after-hours service adds $40. Residential transfers must be made in person, may keep both addresses active for up to seven calendar days, and may require an additional deposit if that period is exceeded.
