- Monthly. Bills are generated on the last business day of the month; the due date is 21 days from the bill date. Accounts become past due on the first business day following the due date, and combined monthly bills cover water, sewer, and trash, with a stormwater fee on the utility statement.

- Meter-size base charge plus increasing block consumption rates. Effective October 1, 2025, a 5/8- or 3/4-inch residential meter has a $26.91 monthly base, including the first 1,500 gallons. Usage from 1,500–20,000 gallons is $3.86 per 1,000, 20,001–100,000 is $5.11, 100,001–500,000 is $6.36, 500,001–15,000,000 is $7.61, and above that is $9.36. Separate lawn-sprinkler meters use the schedule July–October and the base meter rate November–June.

- Residential sewer is based on water consumption. The first 1,500 gallons have a $10.73 monthly minimum, the next 7,500 gallons are charged at $4.56 per 1,000 gallons, and the residential sewer charge is capped at $44.93 at 9,000 gallons. Sherman’s FAQ states that large industrial customers may have separate sewer meters; normal residential accounts use the water-meter consumption schedule rather than a published winter average.
- Meter reading
- Sherman has completed the transition from drive-by automated reading to Advanced Metering Infrastructure. The City states that AMI measures, collects, and analyzes usage, automatically transmits meter readings hourly to the utility office, and supports trend analysis and customer water-use detail. The city is divided into four reading zones; all meters are read monthly by electronic radio-frequency devices, reads are audited, and questionable readings are manually verified.
- New-account deposit
- Sherman’s current new-service FAQ requires a valid state ID, lease or purchase paperwork, and a $50 nonrefundable installation fee for most single-unit residential accounts. The current deposit page lists a $300 residential master deposit and $150 per apartment unit; nonresidential deposits are meter-size based ($150 for 5/8- or 3/4-inch, $300 for 1-inch, $500 for 1.5-inch, $600 for 2-inch, $2,500 for 3-inch, $5,000 for 4-inch, and up to $10,000 for 6-inch or larger). Accounts requiring deposits may receive an early refund after at least 12 consecutive billings with excellent payment history; the current pages should be used to determine whether a specific residential account needs the master deposit.
- Activation or transfer fee
- A single-unit residential new account generally requires a $50 nonrefundable installation fee; office requests need a half-day notice and online residential requests through 2TurnItOn require at least three business days. Sherman’s transfer page charges a $30 transfer fee to the new account, requires past-due balances to be paid, and permits the old address to remain on for up to 14 days after connection at the new address.
