Billing frequency
Monthly. The February 2026 service agreement requires regular monthly payment by the due date shown on the bill, and the Tyler code describes monthly meter reads and monthly billing.
Rate structure
Uniform volumetric rate by thousand gallons with a fixed monthly meter-size base charge. Tyler moved from a declining rate structure to a uniform structure in 2022. For an inside-city 5/8-inch residential meter, the current code rate effective October 1, 2024 is $18.30 per month plus $3.75 per 1,000 gallons; outside-city customers are generally billed under a 150% contract schedule. The bill also carries the current $26.17 regulatory-compliance fee, a residential stormwater charge equal to 7% of combined water/sewer/irrigation charges capped at $25, and solid-waste charges.
Residential cost reference
For an inside-city 5/8-inch residential account using 5,000 gallons, the current water charge is about $37.05 ($18.30 base plus $18.75 usage) and sewer is about $43.90 ($23.40 base plus $20.50 usage), before the $26.17 regulatory-compliance fee, stormwater, trash, tax, and any optional services. Including the published residential stormwater calculation and the $23.57 trash charge, a planning estimate is approximately $136-$138 per month before variable taxes/franchise or fuel charges. At 7,000 gallons, the comparable planning estimate is approximately $153-$155. These are estimates, not a guaranteed bill, and exclude unusual irrigation, recycling, special collection, EMS, Lake Tyler, or other account-specific lines.
Wastewater and sewer calculation
Residential sewer is billed from metered water use and capped at 10,000 gallons. For an inside-city 5/8-inch meter, the current minimum sewer charge is $23.40 per month and the volumetric sewer rate is $4.10 per 1,000 gallons for the first 2,000 gallons and the next 23,000-gallon block, with lower rates for very large users. Thus a 5,000-gallon month is approximately $23.40 plus $20.50, or $43.90, before other bill lines. Tyler's public current materials do not describe a winter-average sewer formula; customers should contact the Water Business Office if irrigation or a billing error appears to distort the water-based sewer calculation.
Meter reading
Tyler reads and bills residential meters monthly. The City is replacing problem meters with Neptune water meters equipped with Advanced Metering Infrastructure (AMI), allowing remote reads without opening the meter box; the 2024 program announced 8,000 replacements and an ongoing replacement schedule, with Core and Main as contractor and Tex Specialty Services as subcontractor. The public materials do not promise a universal hourly transmission interval, but the AMI system is designed to communicate usage remotely and supports the City's newer account/usage-management modernization. Customers should use the portal or call the Water Business Office if a transmitted read appears inconsistent.
New-account deposit
The revised February 2026 Tyler Utilities Service Agreement and current public rate pages specify a one-time $50 connection fee for new accounts but do not publish a universal residential security-deposit amount, credit-check waiver, or refund schedule. Customers with prior delinquency can be denied or required to clear that balance before service; any account-specific deposit or special security condition should be confirmed with the Water Business Office. New-construction meter/tap charges are infrastructure fees, not a standard refundable deposit.
Activation or transfer fee
A one-time $50 connection fee is assessed for all new accounts and appears on the first bill; the current rate page also says the same $50 connection fee applies when service is moved to a new address. The revised service agreement says applications may take up to seven business days, customers should turn off faucets/spigots before activation, and a $25 return trip applies if staff must return after finding water running or the customer unavailable. After-hours turn-on/off and same-day expedited service each carry a published $50 fee. Separate new-construction charges include a 5/8-inch meter $467, water tap $1,640, sewer tap $2,050, and sewer activation $26.50.
