- Monthly. The February 2026 Tyler Utilities Service Agreement requires outstanding bills to be paid at regular monthly intervals by the due date printed on the statement; the municipal code says meters are read monthly and customers are billed from the reading.

- Monthly meter-size base charges plus uniform volumetric rates per 1,000 gallons, with separate inside-city and outside-city schedules. The rate sheet effective October 1, 2025 and used for the 2026 billing year lists a 5/8-inch inside-city water minimum of $18.30 and $3.75 per 1,000 gallons; outside-city water is $28.37 minimum and $5.63 per 1,000 gallons. Larger meters have higher fixed charges, and the utility bill also carries regulatory, stormwater, trash, and other approved charges.

This uses the published $18.30 water minimum plus 6 times $3.75 ($40.80 water), and the $23.40 sewer minimum plus 6 times $4.10 ($48.00 sewer). The full City bill is materially higher because Tyler also bills regulatory compliance, stormwater, solid waste, recycling, and other applicable charges; meter size and city status change the total.
- Wastewater and sewer calculation
- Wastewater is billed from metered water consumption. The published schedule uses a meter-size sewer minimum plus a consumption charge per 1,000 gallons: for a 5/8-inch inside-city meter, $23.40 monthly minimum and $4.10 per 1,000 gallons; outside-city values are $35.10 and $6.15. Tyler separately describes the sewer base as based on meter size and water usage and adds a regulatory compliance fee to active water and/or sewer accounts. No winter-average formula is published on the current rate page.
- Meter reading
- Meters are read monthly under Tyler City Code, and bills are based on the reading. Tyler has been replacing older meters because some had accuracy and communications problems; the City says newer meters improve accuracy and communicate usage information to the Water Business Office. The public materials do not identify a specific AMI or AMR vendor, hourly transmission interval, or universal smart-meter deployment completion date.
- New-account deposit
- The February 2026 Tyler Utilities Service Agreement states that every new account is assessed a one-time $50 connection fee on the first bill. It does not describe a refundable startup deposit, credit-check waiver, or on-time-payment deposit return schedule in the reviewed current materials.
- Activation or transfer fee
- $50 connection fee for new service or when service is moved to a new address. Tyler also lists a $50 after-hour turn-on/off fee, a $50 same-day expedited fee, and a $25 return-trip fee when activation requires another daytime visit. New-service and transfer forms are submitted through the City utility billing page, and applications may take up to seven business days.
