Rate structure
Increasing block residential tiers plus fixed service/infrastructure charges and the Riverbend Regional Water Treatment Plant fee. Effective October 1, 2025 inside-city residential water uses an $11.00 5/8–3/4-inch service fee, $1.50 infrastructure fee, and water volume rates of $2.75 per thousand gallons for 0–2,000, $3.38 for 2,001–5,000, $4.48 for 5,001–7,000, $5.51 for 7,001–10,000, and $6.69 above 10,000. The current 10/1/25 rate page separately shows the $11.00 service fee, $1.50 infrastructure fee, usage tiers, and $5.16/1,000-gallon Riverbend charge; the customer statement controls exact tax and account-class treatment for a 5,000–7,000 gallon month.
Wastewater and sewer calculation
Residential sewer is tied to monthly water usage. The current inside-city residential schedule lists a $1.50 sewer infrastructure fee, $13.50 service fee, and $5.10 per thousand gallons for usage above 2,000 through 15,000 gallons. TWU explains that residential wastewater includes sinks, showers, bathtubs, toilets, washing machines, and dishwashers; the current public rate page does not describe a winter-average formula or a sewer maximum for this municipal schedule.
Meter reading
TWU is replacing older meters and its rate-study materials warn that more accurate new meters may increase recorded usage. The customer portal supports consumption history and leak/high-usage notifications, while bills are based on water passing through the meter. The public materials reviewed do not identify a single manufacturer or universal hourly interval; customers can monitor account usage online and report meter/main issues to Operations at 903-798-3880.
New-account deposit
New Texarkana, Texas residential customers generally provide a $100 deposit or a letter of credit showing no late payments in the prior 12 months; prior customers may owe $100 or $200 depending on payment history. Commercial deposits require a Customer Service inquiry. The current service page requires an adult applicant, government photo ID, proof of ownership or signed lease, and any deposit/payment before activation; the public source does not state a universal refund date beyond account and credit-history rules.
Activation or transfer fee
The current TWU Texas fee schedule lists a $15 fee to activate or discontinue an account and a $20 transfer fee to move service from one address to another. Same-day service is offered when all requirements and payment are processed by 3:00 p.m.; the lobby is open 8:00 a.m.–5:00 p.m. and the drive-through 7:30 a.m.–5:00 p.m. Applicants need a completed application, government ID, and lease or proof of purchase; ACH enrollment requires a voided check or bank-letter information.
