Billing and account research from public material
Provider-specific research notes are displayed separately from fields that contain only an unavailable-information marker. Read qualifiers in each note and verify current account terms with the provider.
- Billing frequency
- Monthly. The Town consolidates water, wastewater, trash, and recycling charges into one monthly bill. Flower Mound uses six billing cycles/reading zones each month, and the actual meter read can occur two to four days before the billing date; the customer’s cycle is determined by the account and service location.
- Rate structure
- Increasing block water tiers with meter-size minimum charges and a seasonal winter-average sewer component. For FY2025–2026, the residential 5/8- or 3/4-inch water minimum is $46.64 and includes the first 2,000 gallons; water after that is $5.30 per 1,000 gallons for 2,001–10,000, $7.17 for 10,001–15,000, $8.16 for 15,001–50,000, and $9.16 above 50,000. Residential sewer has a $26.42 minimum through 2,000 gallons, $5.37 per 1,000 gallons over 2,000, and a $58.64 residential no-average maximum. A $6.50 monthly stormwater ERU charge may also appear on the utility statement under Town rules.
- Residential cost reference
- For a 5,000-gallon residential account, the FY2025–2026 water charge is approximately $62.54 ($46.64 minimum plus three 1,000-gallon units at $5.30); at 7,000 gallons it is approximately $73.14. Sewer is normally a winter-average charge: the $26.42 minimum plus the annual average over 2,000 gallons at $5.37 per 1,000, subject to the $58.64 no-average maximum. Before trash, recycling, stormwater, and any other applicable fees, a typical water-plus-sewer subtotal is approximately $89–$132, depending on the winter average. The Town’s published standard invoice can therefore exceed that subtotal after solid-waste and stormwater charges.
- Wastewater and sewer calculation
- The Town does not meter residential wastewater separately. Once each year it calculates the residential sewer rate from average water use during the low-irrigation winter period. Current account-number schedules use read windows such as Dec. 1–March 1, Dec. 5–March 5, Dec. 10–March 10, Nov. 15–Feb. 15, Nov. 20–Feb. 20, or Nov. 25–Feb. 25; the account’s cycle determines the exact window. The resulting rate is used for the following year. FY2025–2026 sewer is $26.42 through 2,000 gallons and $5.37 per 1,000 gallons over 2,000, capped at $58.64 for a new account with no established average. Commercial sites are billed from monthly water consumption and do not receive residential sewer averaging.
- Meter reading
- Flower Mound reads all meters monthly across six reading zones, with read windows tied to the account’s billing cycle. Meter readers use radio/electronic reading devices to download current usage into the billing system; manual reads are used when necessary. The Town’s 2025 utility presentation describes radio reads and approximately 26,465 water accounts. The public pages do not identify a single meter manufacturer or promise hourly customer-facing data, but the Town does read electronically close to the monthly bill date and provides a winter usage history for sewer averaging.
- New-account deposit
- Residential activation requires a $60 deposit and a $15 service fee billed after the application is processed. The deposit is held until 12 consecutive months with no late payments and no returned checks, or until the account closes, after which it is credited to the account. The deposit may be waived with an acceptable letter of credit from a previous provider. Commercial/industrial deposits are based on the first two full monthly bills and may be increased when usage rises; the code sets a $75 minimum per connection. If service is disconnected for any reason, the commercial application says an additional deposit equal to one-sixth of the last 12 months’ billings may be required.
- Activation or transfer fee
- The standard residential activation charge is a $15 service fee plus the $60 deposit. The Town’s code lists a $15 connection fee when a prior account existed and a $5 service-transfer fee when a customer moves from a prior residence or commercial establishment. Applications require government-issued ID and an indemnity waiver; service can be established in person, by email, mail, or through the Town’s online activation provider, with online activation taking approximately three business days. The public pages do not list a separate after-hours activation charge, and connections are handled during Town operating hours.
