Monthly. Richland combines water, sewer, electric, solid waste, stormwater, street utility, and medical and ambulance charges on one monthly utility bill. Utility bills are generally issued monthly and are due 20 days from the bill date.
Rate structure
Daily meter-size base charge plus uniform metered consumption. For a residential meter of 1 inch or less, the current 2026 water base is $0.8071 per day and the residential consumption charge is $0.85 per 100 cubic feet. Residential customers with one meter are charged the one-inch-or-less daily base per living unit plus consumption; the displayed water rates include applicable taxes.

Wastewater and sewer calculation
Richland residential sewer is a daily residential charge rather than a water-consumption tier: the rate is $0.8921 per day for bills generated on or after July 1, 2026. Residences and condominiums are billed that daily residential charge; multifamily buildings with a meter for each living unit are charged the residential rate per unit whether occupied or not. The City separately bills stormwater based on an equivalent residential unit, with one ERU defined as 3,000 square feet of impervious area.
Meter reading
Richland is deploying Advanced Metering Infrastructure for electric and water. The City describes digital meters that communicate usage data, provide daily water-usage information, and support real-time leak notifications through the MyAccount ecosystem. The public materials do not state a universal calendar day for each meter read; bills are generally monthly, and inaccessible or obstructed meters may result in an estimated read.
New-account deposit
Renters or lessees owe a utility deposit when applying for service. The January 2026 fee schedule states that the deposit is two times the prior 12-month average monthly bill at the location, or $150 when no billing history exists, subject to the exemptions in Richland Municipal Code 3.26. A deposit may be waived with a letter of credit from the immediately prior 12 months of comparable utility service if the applicant has one or fewer delinquent notices, no nonpayment disconnects, no more than one returned check, and no City utility balance within the last five years. If qualifications are met, the deposit is applied to the account 12 months after payment.
Activation or transfer fee
A $15 new-account fee is added to the first bill for each new service location. Applications require a notarized deed of sale or lease and must be received at least one business day before the requested move date. The City handles start, stop, suspend, and transfer requests through Customer Service and MyAccount; the fee schedule separately lists a $50 customer-requested water shutoff/reconnect and a $75 after-hours reconnect.
