- Monthly. The portal, AutoPay instructions, and rate schedules describe monthly utility bills and monthly due dates; the bill stores the prior 12 months of PDFs and compares current usage with the previous month.
- Rate structure
- Increasing block rate structure with separate residential/duplex domestic, irrigation, commercial/multifamily, reclaimed-water, and meter-size base charges. FY2026 rates effective October 1, 2025 increased water and wastewater rates by 8%. For a residential/duplex account, the published schedule lists a $25.92 water base, $25.46 wastewater base, and water usage tiers of $7.02 per thousand gallons for 0–5,000 gallons, $7.72 for 5,001–10,000, $9.84 for 10,001–20,000, and $12.63 above 20,000; wastewater usage is $6.59 per thousand gallons. Properties outside city limits receive a 25% surcharge on water, wastewater, and reclaimed-water rates/fees.
- Residential cost reference
- Approximately $189.96 per month for the City’s published FY2026 representative inside-city residential/duplex account using 5,000 gallons: $25.92 water base plus $35.10 water usage, $25.46 wastewater base plus $32.95 wastewater usage, $36.16 stormwater per ERU, and $34.37 residential solid waste. This excludes optional irrigation and any outside-city 25% surcharge.
- Wastewater and sewer calculation
- Wastewater is billed through a monthly meter-size base fee plus a gallonage charge based on water passing through the main meter. The FY2026 residential/duplex schedule lists a $25.46 wastewater base and $6.59 per thousand gallons. Since April 1, 2025 the former 8,000-gallon sewer cap has been removed, so all water through the main meter is subject to sewer charges; irrigation connected to that meter is therefore sewer-billable. A separate irrigation meter is not subject to sewer fees.
- Meter reading
- Palm Coast issues monthly bills, displays the meter number, compares the current month’s usage with the prior month, and stores usage/bill history in the portal. The public customer pages do not identify a specific AMI/AMR vendor or hourly transmission schedule. Customers with a PEP wastewater system have a City-owned pretreatment effluent pumping tank, pump, and high-water alarm; a red alarm requires reducing water use and calling Customer Service.
- New-account deposit
- The City holds residential deposits for 23 months. Customers with no late fees during the prior two years may request the deposit back or application to the utility bill; when moving out, the deposit is automatically applied to the final bill and any remaining credit is mailed. The FY2025–26 fee summary identifies a $60 owner-occupancy water deposit; other account-class deposits should be confirmed with Customer Service. The City does not describe a credit-check waiver on the current public pages.
- Activation or transfer fee
- New, transfer, and cancel-service requests are initiated through Palm Coast Connect/New Utility Service. The published FY2025–26 fee summary identifies a $50 meter on-read service charge; account-specific activation, transfer, and meter-setting charges depend on the request and property status. New utility applicants must create/sign into the City portal and provide the requested service information, deposit, and any required meter/inspection documentation.
