Provider-specific findings

Billing and account research from public material

Provider-specific research notes are displayed separately from fields that contain only an unavailable-information marker. Read qualifiers in each note and verify current account terms with the provider.

Billing frequency
Monthly. The base facility charge and consumption charges are billed every month, including when water or wastewater service is temporarily off.
Rate structure
Increasing block conservation structure. The January 2026 in-city schedule charges a $25.76 monthly residential water base and $4.03 per 1,000 gallons for 0-4,000 gallons, $5.56 for 5,000-8,000, $6.34 for 9,000-12,000, $8.45 for 13,000-16,000 and $10.58 for 17,000 gallons and above. Water is also subject to a 10% municipal utility tax.
Residential cost reference
At approximately 7,000 gallons, the 2026 in-city schedule produces roughly $25.76 water base plus $4.03 times 4 and $5.56 times 3 for water, plus $28.66 sewer base and $5.08 times 7 for sewer, with $11.03 stormwater, $22.63 garbage and $4.38 recycling before the water tax. A practical all-in residential estimate is approximately $140-$150 per month, subject to the City's service-territory rate sheet and taxes.
Wastewater and sewer calculation
Residential wastewater is billed with a $28.66 monthly base facility charge plus $5.08 per 1,000 gallons of water used, capped at 12,000 gallons for the consumption component. It is therefore tied directly to metered water intake rather than a winter-average calculation; the rate sheet also carries separate commercial meter-size bases.
Meter reading
Sunrise operates an Advanced Metering Infrastructure program and distinguishes AMI from non-AMI meter tampering charges in the January 2026 schedule. The CSS/Smart View services provide account and consumption history, but the reviewed public pages do not state the exact AMI transmission interval or a route-reader schedule.
New-account deposit
The January 2026 rate sheet states that customer utility deposits are not applied to outstanding balances when closing an account and that eligible deposit refunds are generally issued within four weeks after closure. It does not publish a universal residential deposit amount, credit-check waiver or on-time refund schedule.
Activation or transfer fee
The published January 2026 schedule lists a $15 turn-off or turn-on fee for temporary service changes and a $15-per-water-meter fee for permanently closing a water account. The reviewed material does not state a separate name-transfer charge; base charges continue while service is temporarily off.
