- Monthly. The City code requires monthly meter reads and monthly billing, and the customer portal is designed around recurring monthly water and sewer statements.
- Rate structure
- Increasing conservation block tiers with a fixed monthly meter charge. The published residential schedule is 0–2 thousand gallons at $2.27 per thousand, 3–10 thousand at $3.14, 11–15 thousand at $4.60, 16–29 thousand at $6.84, and over 30 thousand at $8.24, plus a 5/8 x 3/4-inch fixed charge of $7.76 below 2,000 gallons or $11.26 above 3,000 gallons. The City's FY2026 rate notice says the approved FY2026 rates took effect October 1, 2025, raising the minimum residential water-and-sewer bill from $33.34 to $35.52 and the average residential bill from $74.21 to $80.10; customers should use the FY2026 bill insert or customer service for any tariff line not reproduced on the public rate page.
- Residential cost reference
- The City's approved FY2026 public budget summary reports $80.10 per month for an average residential water-and-sanitary-sewer user, up from $74.21 in FY2025. The minimum residential water-and-sewer bill is reported as $35.52. The exact total for a 5,000–7,000 gallon household varies with the assigned meter charge, winter wastewater cap, stormwater, refuse, and any other municipal statement lines.
- Wastewater and sewer calculation
- Residential wastewater has a fixed monthly charge plus a published volumetric charge of $6.11 per 1,000 gallons for the standard 5/8 x 3/4-inch class. For the annual maximum wastewater flow, Arlington averages the three lowest of the four metered-water billings from December, January, February, and March; each April it uses the greater of that winter average or 1,000 gallons. If actual water use in a month is below the winter average, sewer is billed on the lower actual water use. New accounts without a complete winter history use the residential system average until their own average is established. The City's current customer explanation calls this Average Winter Consumption and says the highest winter month is discarded.
- Meter reading
- Arlington uses remote-read meters for customer accounts. The City states that customers with remote-read meters can view hourly consumption and configure high-usage and high-bill alerts through Know Your H2O and the Arlington Water mobile app; the app supports hourly, daily, and monthly views. The code still defines the billing cycle as a monthly read to the nearest 1,000 gallons, so the customer-facing system combines scheduled monthly billing reads with much more granular remote usage data. The public pages do not identify a single AMI vendor or radio protocol.
- New-account deposit
- The published Arlington Water Utilities Office Policies require a residential builder deposit of $30 and a renter/owner residential deposit of $80, with no deposit when the applicant has an excellent payment history on a prior Arlington utility account. Multifamily deposits are listed as $50 per unit for an apartment complex/mobile-home park/townhouse/condominium and $40 per unit for a duplex; commercial deposits may be up to twice the estimated average monthly bill with an $80 minimum. The current code says deposits are held until account closure, may be refunded with accrued interest after 12 continuous months of excellent payment history, and are applied to unpaid final balances before any surplus is returned. Because the office-policy schedule is older than FY2026, customers should confirm the currently adopted resolution at account opening.
- Activation or transfer fee
- The current City code requires an activation fee and deposit established by Council resolution, and the FY2026 operating budget continues to identify water activation-fee revenue. The current public residential application says an account is established after the application and required impact and meter fees are paid; the published older office policy lists a $15 sewer activation fee for all services, meter-activation examples of $85 for a 3/4-inch meter, $129 for 1 inch, $317 for 1 1/2 inches, and $416 for 2 inches, plus tap and branch charges where applicable. No current FY2026 universal name-transfer fee is stated on the public customer portal, so residents should confirm the property-specific activation/transfer charge with (817) 275-5931.
