- Wastewater and sewer calculation
- ACSA charges sewer usage to all users at $12.78 per 1,000 gallons in the FY2026 published schedule. Unlike a winter-average-only system, the reviewed ACSA rules describe a leak exception: when evidence shows water did not enter the sanitary sewer, the estimated non-sewered amount can receive relief under the leak policy. Irrigation meters can be water-only when they have no physical public-sewer connection.
- Meter reading
- ACSA’s MyWater program and rules describe an AMI system with 24/7 customer usage information, proactive leak/high-use/outage alerts, and eligibility conditions tied to AMI participation. For an existing-connection start or transfer, an ACSA employee reads the meter on the requested service date; the reviewed pages do not promise a fixed monthly route-reading day.
- New-account deposit
- If ACSA determines that a deposit is required, the normal residential or non-residential deposit equals the two highest consecutive months of water and sewer usage at that address during the prior 12 months, rounded up to the next $5. The public rules do not publish a universal credit-check waiver or refund period.
- Activation or transfer fee
- A $13 initial bill fee is charged on the first month’s bill for new or transferred accounts. New construction also requires separate connection, system-development, Rivanna Water and Sewer Authority capacity, tap, and possible district charges; these are infrastructure connection charges rather than the routine account-transfer fee.
