Water leak adjustment policies compared

A leak can double a water bill. Many utilities will credit part of it, but only if you ask in time and follow their rules. We compared the published rules of 1,233 utilities: how long you have to ask, how often you can get a credit, whether sewer charges are included, and what proof you need.

Most policies we documented don't spell out these terms. 306 of 1,233 (25%) state at least one specific rule. The other 923 describe a case-by-case review or only say how to ask. 4 say they don't offer leak adjustments to households. We have no leak policy on file for the remaining 2,257 of the 3,490 utilities in the directory.

What this means if you have a leak

Your utility's own policy is what counts. Use these patterns to know what to ask about.

Ask early. The deadline can start from the repair, the bill date or when you found the leak. Among utilities that state one, the median is 60 days, and the shortest is 10 business days. If you can't find your deadline, call before the next bill is due.
Fix the leak first and keep the paperwork. 38 of the 104 stated deadlines run from the repair date, so the fix usually comes first. Keep the plumber's invoice or parts receipts, photos, and the dates. Our leak adjustment checklist lists what to gather.
Expect a partial credit. Where the calculation is stated, the most common rule is a 50% credit on usage above your normal average (35 utilities). 13 instead bill the extra water at a lower rate. A full credit is less common (25 mention 100% in at least some cases).
Ask about the sewer part of the bill. Sewer charges are often based on water use. If leaked water soaked into the yard instead of going down a drain, 87 utilities say they can credit sewer charges too. Our guide to winter sewer averaging explains why a winter leak can raise sewer bills for months.
You may only get one. 95% of stated limits allow one adjustment a year or less often. Save it for a real leak, not a high summer bill.
Outdoor and pool water is often excluded. The most common exclusion we found is "irrigation, lawn or garden use" (41 utilities). Visible toilet and faucet leaks are excluded by 25 utilities. Use our meter leak check to find hidden leaks early.

How we built this

Each utility profile in the directory includes a research note on its leak-adjustment policy, compiled from the utility's own website, rules, ordinances or tariff. The sources are listed on each utility's page. 1,233 of 3,490 utilities have such a note. Notes that only record that no policy was found are not counted.

When the site is built, a parser reads each note one sentence at a time. It only takes a value from a sentence that states a rule. It skips sentences saying a detail was not published, our own advice to customers, meter-test and billing-dispute rules, pool-fill credits, policies still in draft, and rules that apply only to commercial accounts. Anything it can't read with confidence is shown as "Not stated."

Claim deadline: "within N days or months" after a filing verb (submit, apply, request, file). Repair deadlines and processing times are ignored.
How often: phrases such as "once every 12 months" or "one adjustment in any 24-month period".
Sewer credit: a credit or adjustment named next to sewer or wastewater charges. Winter-average sewer caps and separate irrigation meters don't count, and neither do sewer credits handled by a different agency.
Credit calculation: a stated percentage of the excess, excess billed at a lower tier or wholesale rate, or a rebill at average use.
Repair proof: a sentence requiring a receipt, invoice, photos, an affidavit or an inspection.
Exclusions: irrigation, pools, visible fixtures, negligence or construction named in an exclusion sentence.

We checked the parser by hand against 62 notes chosen at regular intervals through the dataset, then reviewed every value it extracted for deadlines, frequency, sewer credit, calculation and exclusions, and fixed the patterns that misread. The parser's test file contains real sentences that it must read correctly. This analysis uses dataset 2026.08, published August 1, 2026, including any corrections made since. Read the directory methodology for how the notes themselves were compiled.

Limits

This is a summary of research notes, not the policies themselves. Utilities change their rules, and a note may describe an earlier version.
"Not stated" is common. Most notes say a utility reviews claims case by case without publishing a formula, so the counts above undercount real rules.
Some utilities have more than one track (for example, hidden leaks and unexplained high use). The table shows the first rule each note states, and the full detail is on the utility's page.
The directory is not a random sample of U.S. utilities, and coverage varies widely by state. Don't read the state table as a ranking.
Nothing here guarantees a credit. Approval is usually at the utility's discretion.
